OK, I have been trying this for a while and i thought i would make a seperate thread.
Last night i have been using my vita to transfer vpk files from PC to Vita.
1. As, found in the tutorials i have downloaded a psp save and i have renamed my vpk game file to ICON.VPK and placed into the save folder of the psp game.
2. Now i refresh database on qcma icon. I have a setting called offline mode being checked in settings and my version is 3.13 while the CMA protocol selection is "latest"
3. Whwn i click on copy memory card content on vita, it would just say connecting and either would ask me to sign into psn or would just spit out an error saying"Cannto connect to pc". I have switched off windows firewall as well.

Can i know what i am missing here?

Sometimes there are connection issues with the usb driver on newer windows Os Systems with the vita.
I had the same problem and my vita would not connect with qcma over usb.

Thankfully i found this thread: http://wololo.net/talk/viewtopic.php?f=54&t=34677&start=250

Download and use the program (zadig) and change the usb drivers. Worked really well for me~

Instead using ICON.VPK, just leave the original ICON0.PNG and PARAM.SFO,
create a subfolder and place your .vpk or other game files there. example:

PSAVEDATA > your Account ID > BACKUP > ICON0.PNG
PSAVEDATA > your Account ID > BACKUP > PARAM.SFO
PSAVEDATA > your Account ID > BACKUP > PCSE00000
PSAVEDATA > your Account ID > BACKUP > PCSE00000 > YOUR FILES FOR TRANSFER

Refresh QCMA's Database and wire the files in AFTER
you have activated at least Henkaku Release 3!!!!!!!!

If your VITA is not activated and SEN Account not created,
there will be no Account ID in your Vita Registry file.

When it happened to me a couple days ago, I fixed it by closing QCMA and restarting it. Using USB-K drivers. This applies to both WiFi connection and USB connection.

Edit: Note, after rebooting the Vita, I always run the Henkaku exploit (currently on version 4) to get around the update nag, then I run Content Manager on the Vita.

"cannot connect to pc"

Did you by accident delete a folder that is needed for transfering?

I had this once after moving psp folder, restoring via ftp fixed that.

(Replace PCSEXXXXX with the one from the game)

1. Exctact your .vpk (zip)
2. Remove everything inside your vpk except eboot.bin and sce_ folders (repack without creating new zip)
3. Move your .vpk and game content files to QCMA's Backup folder for PSP Saves
ex. PSVBACKUPFOLDER:\PSAVEDATA\<your unique id>\TRANSFER\PCSEXXXXX
4. Place ICON0.PNG and PARAM.SFO (you can use it from backup installer)
in PSVBACKUPFOLDER:\PSAVEDATA\<your unique id>\TRANSFER\
5. Refresh QCMA's Database
6. Connect your PSVITA via USB
7. Transfer your 'PSP Savegame' to your PSVITA
8. Open up VitaShell and browse to ux0:/PSPEMU/PSP/SAVEDATA/TRANSFER/PCSEXXXXX
9. Install your .vpk and activate FTP when its done
10. Move the gamefiles to ux0:/app/PCSEXXXXX via FTP (it can't overwrite, make sure all needed files get moved)
--- DONE ---

You can also use VPK Shrink to create a small insteller vpk and extracted folder.

what is the speed of QCMA vs Filezilla ? FZ was very fast for my ps3 when i used to ftp games onto it with ethernet cable. (i guess the cable was the reason for fast copy speeds..XD)

i have currently restored my vita and i have uninstalled cma & qcma both....

Simple problem, I ran into as well.

EASY FIX
CLOSE ALL QCMA ON YOUR TASK TRAY IN WINDOWS.
PLUG THE VITA IN THE PC
THEN BOOT UP QCMA AGAIN.
THEN BOOT CONTENT MANAGER IT WILL NOW DETECT IT.

THE TRICK IS REBOOTING UP QCMA IF YOU RUN INTO CANNOT CONNECT PC.

But have you put in details of a psn account on the vita?
it was acting similiar to me aswell but when i did put in my details after either a restore from recovery
or apparently from in the settings,
(i done a restore) it worked fine for me (putting in details does not ask an update or connecting to psn)
i have 0 problems doing the mp4 method never tried the save.

when it asks to link or sign into a psn account, thats what happened to me, and only way to avoid that was to do the above and if i ignored the message it would then disconnect

may be wrong though, other things i can immagine is reinstalling the program try a different usb port disabling usb charge when connected etc...

i thank each and everyone for helping me here in this topic context.

ok,This issue was resolved.

I uninstalled QCMA and CMA.

Picked up the newly released version of QCMA. Installed it.
'
While installation final step, it asks you to choose a usb driver for the vita. Never tick the default one. Use the alternative one which is Libusb-k(i guess).

Baaam it works :)
