Hacking PSTV - Can I remote play without updating?

Just got a PSTV and manually updated it to 3.60

without updating to 3.61 is it possible to do remote play from my PS4 or transfer PSN+ vita games to it?

No and no, both will require you to connect to PSN.

Games can be transfered via PS3 only, no PS4.

If it's already throwing "You need to update" messages at you when opening the remote play apps I think you're SOL.
It works for me, and it seems to work for anyone who used remote play when 3.60 was the latest firmware.
