this new firmware is probably for the end of the Japanese PSN on PSP. maybe they changed the address of the PSN to allow download(but not purchase) of previously owned digital stuff.
if is for that reason, I foresee a 6.61 OFW for Europe and USA once they close the PSP PSN.
