Say what? Maybe that you don't know of, but there most certainly have been. Not to mention PS5 and Series X were both under-powered at launch. "Pro" models could quite easily allow games like A Plague Tale Requiem to run at 60fps on consoles instead of 30fps.
Plague Tale is extremely fucking poorly optimized for the type of game it is, TLOU2 (as shit as that game is) managed to run flawlessly on a PS4 and looks better.
IMO, the current consoles are strong enough, developers just dont like optimizing. We saw the same shit with Gotham Knights, game ran and looked like an early PS4 title, but demanded 30fps on PS5. It's just lazy developers. We'll see the true next gen from developers like Namco and Capcom.
