I got an ebay special "for parts" console with a potentially dead apu and dead power supply. I am assuming this power supply came from another console that was an easy power supply swap fix. It has no output and the main filter caps in the power factor corrector circuit were only getting to around 160v 165v 170v. I changed the chip that usually goes bad with but no change and after a long stare off I found a pad that was not soldered. I plugged it back in and used a small screw driver to bridge the pad and component it should've been soldered to and immediately got output voltage. Could this have ever even worked from the factory?

As long as the component and the pad make contact, this will work.
But over time, corrosion of the copper pad will happen and then it stops working.
This reminds me of an high end Onkyo amplifier which had the same problem.
Just one drop of solder fixed it.

It might of been dropped. I've had one that look completely fine but a leg snapped off an inductor or transformer likely from drop. It's possible it was like that from factory though, it's delta.
