It's a bit silly to think games shouldn't be released just because you don't have, or can't get, a console.
The PS5 has actually sold a very similar amount to the PS4 in It's first 9 months. It only seems like less because a lot more people want one and the supply can't keep up.
I don't think games should not be released, but postponed or become cross-gen.
If a game becomes cross-gen, whoever was lucky enough to get a PS5 will be able to play it without any problems, whoever is still on the PS4 is either because they can't find a PS5 or can't afford one (especially due to the pandemic that left many people in financially critical situations, especially in underdeveloped countries) could play on PS4 without problems even with an inferior version, Sony knows that not everyone will get a PS5 by now, it doesn't want to have low sales, so how I said before, a lot of her exclusives have gone cross-gen (with the exception of those that would never run on a PS4 like the new Ratchet and Clank), even games that have already been released exclusively for the PS5 and that developers said they would never run on an old-gen console like Godfall ended up getting old-gen versions after the PS5/PC version was released and there are strong rumors that the Dark Souls remake will be next, companies don't want to have low sales, that's the best decision.
Another way is simply to postpone the game until the problem is fixed and the installed base of the console increases (which is what many are doing), the company could launch it sooner, but it would risk having low sales due to the low base installed, not worth it in my opinion.
And you have to remember, it took a long time for the PS4 and Xbox One to have a decent amount of exclusives, I remember games like Metal Gear Solid 5, Rise of Tomb Raider, Persona 5, Battlefield Hardline, Dynasty Warriors 8, Yakuza 5, Resident Evil: Revelations 2, Dragon Ball : Xenoverse, Ori and the Blind Forest and many others still coming out for the PS3 and X360 and that in 2015/2016 when these consoles were over 10 years old, even games like Mortal Kombat X were initially going to be cross-gen but were canceled simply because they wouldn't run on these consoles, but what I mean is that companies know that people don't migrate from one console to another that quickly and don't want to risk having low sales when it launches, the best decision is to make the game cross-gen or postpone it until the console's installed base is larger.
