Gaming PS3 updates - Download on PC and transfer by USB stick?

Put simply, is it possible?

I can't get a PS3 online due to having no internet at home, so my best bet is downloading them on my PC at the library. But, is this possible? Can I download them by PC, shove 'em on a USB stick and install them on the PC? No doubt I could download them, as everything is on the internet somewhere. But, as you've guessed by now, I don't know if they'd work on the PS3.

By downloads, I mean
Game updates
Maybe other updates as well.

You can do that with firmware updates, I'm not sure about game updates. I suppose if you could find the update file for the specific game online, you might be able to copy it over from the USB stick into the game data directory. But I've never tried that.

Don't think you can. PS3 game updates come as .pkg files, so you'd need some way of installing .pkg files, which isn't available without using a CFW.
