Well in fact, DGS worked on Citra ages ago.
The problem is that it's running in Ubisoft Mode and the bottom screen has severe blinking (Porygon Mode?)
The one thing that displays correctly is the message box.

And of course, the audio and framerate isn't an ideal experience by any stretch.
This hasn't changed by much over the recent versions and won't for a while.

Even besides the piracy concerns, I'd understand perfectly well why no one in the translation team would want to do technical support for THIS:

I just checked with the latest bleeding edge build of Citra and it's even better.

Ubisoft Mode is no longer here, but it got replaced with Hard Mode.
No text whatsoever appears on the top screen (and nothing on the bottom screen as well).
If anyone wants to play the game on Citra you might as well go for it right now. Everyone, regardless of Japanese fluency, will get the exact same experience.

Yes. Members of the development team have already confirmed this.
