ROM Hack Possible texture hacks and replacing characters for Mario and Sonic Rio 3ds?

Since characters in Mario and Sonic Rio were all restricted to certain events would it be possible to add them into the events they're not in or reskin them over characters that are already in the other events? Any ideas or help would be appreciated

    If your throat closes, putting oxygen in your mouth will not solve anything - as you will be introducing oxygen prior to the area of obstruction
