Memchunkhax2 should allow users on 9.3 and 9.4 to make use of firmlaunchhax, since it wasn't patched until 9.5, but other than that I wouldn't hold out hope of ARM9 access via CFW on 9.5+ for some time. It is supposedly possible that someone could make use of memchunkhax2 to find a vulnerability in the ARM11 kernel that allows access to the ARM9 process and kernel, but that will likely takes months.
From what I have been able to understand the only hack that was revealed that allows direct ARM9 kernel access is ntrcardhax, which requires external hardware to utilize (something called PassMe?). I suspect Gateway is exploring the possibility of utilizing their own hardware (either the old Blue Card or the Red Cart) to run the ntrcardhax exploit. Failing that they will probably try to appease their customers with an update about delays and setbacks and "SOON" while they race the CFW devs to find a vulnerability in the ARM11 kernel that grants ARM9 access.
