Ehhhhh You are (somewhat) aware of the fact that you are posting in the wrong section but still decide to do it anyway although if you did spend a little bit more time searching around the site, you'd probably find the proper place. Sounds familiar? Surely I am not the only one to find it a wee bit ironic, no?
Let's dissect your proposal. Firstly, there should be mandatory pre-reading. Not going to lie. We had thought of something like that in the past to combat certain problems but then, most of the general things are already in the rules which I believe we were all supposed to read to start with but (most if not all of us) did not end up doing anyway because reasons. Like not shitposting, asking for ROMs etc. Still happens to this day. Sometimes I feel we may have become even worse in some ways. Back then, it was all about typing out the exact same joke that has been posted 47205738 times already. Now it's just memes left, right and centre. People not knowing is one thing, but the far bigger problem is people not WANTING to read. Or at least not bothering to put in the effort. This is why sometimes I do agree with XDA's tough love approach though it does come off as elitist. We have stickies and all that too. Oh and you'd be surprised by how many members are still "noobs" despite being here for a long time already.
To elaborate on the first point, you also proposed that the mandatory readings be about cia installation etc. I'd like you to think that through just a tad longer.

Do you now see why it's not a great idea? Yea, not everyone coming to GBATemp is interested in that exact topic. Some are interested in Wiis. Others in XBoxes. The four other people other than myself who sometimes enter the Vita section. Let's not alienate others just because the 3DS community is the majority.
Getting them to do a quiz? Same as above. I can only see this being used if it pertains to general matters like posting etiquette. Having said that, I just don't see it being effective. There will be people who bruteforce their way through. There will be people who randomly decide to go full retard despite knowing that they shouldn't.

What really needs changing is the laziness and the sense of entitlement of the "noobs" but that is out of our control. I have been on the Temp for quite a few years now, checking multiple times a day. Way more than I would like to admit. Heck, waaaaay more than I probably should if I may add. And if there is one constant throughout the years, it will be the fact that there is always threads that are downright terrible and facepalm-worthy for whatever reason. So why has this problem not gone away? Logically, it's either A) nothing's been done or B) whatever's been done is not effective. I can vouch for the fact that it's certainly not for the lack of effort from the administrative/management side of things.

This would be for the 3ds community portion. May it could be implemented in the other communities if it gets bad as well. And no it wouldnt just be cia instalation... notice the ect? I can put more examples if needed but I was on a short break at work and wanted to see input of others about this topic.

I think Spam is not a thing to be all that concerned, yea, noob questions and Spam happen, but it just makes the community bigger, i've already lost count of the times where i found the solution for something that i almost writed a new thread, pissing off people that already answered that lots of times

It's only a problem if you think it's a problem and if you can't hold yourself back from replying to them sort of threads then you are the problem
It would be a good idea to make new posters in the 3DS section read a short post about the current status of 3DS hacking, and then answer a few easy questions which they will know the answers to if they read the post. Nothing too complex that would scare new users away, but it would answer the most common questions people have.
I've literally seen people ask something that was literally answered no more than 3 posts above theirs. And I mean "literally" in its original literal sense, not the stupid new definition because many people are linguistically challenged (that's a rant for another day XD). Most of the time FAQs are in the first post and yet the issue persists. I swear even if we made them type out the entire thread, there's still going to be that one special snowflake out there

I think this needs more attention. I haven't been here long enough to really see the history of the site, but I have been here before memchunkhax2 became a thing. Something to note is I don't come to GBATemp for anything else but 3DS related stuff.
There's a very cynical attitude here - either regarding development, or towards users who don't bother to take the time to read/search before they post. If someone posts a bad idea, everyone (used loosely) is pretty quick to tell them the same thing the last user told them. If someone asks a question that's been answered in some prominent threads, the thread gets derailed right quick into a bunch of users saying to look things up. I don't think we should just sweep it under the rug, but I don't think there's any harm in leading that person to the right place. And if they don't bite, let 'em fizzle out - just tell them you can't help them. That way, hopefully, they get the hint and go on their way.
I've been tempted a couple of times myself to be snarky and sarcastic towards people here for the very reason of not reading something that was clearly relayed in some form or another. That they don't irks me as well. But I haven't, because it doesn't solve the problem. Rather, our attitude towards said users is part of the problem.
If I had any suggestions to make, it would be this: to change how we react to what comes up. Again: I'm not saying we ignore it or push aside the fact that they should take it upon themselves to educate themselves. I'm just saying out attitude isn't helping.

I don't like the idea of an aptitude test. It's condescending and won't help new users at all with downgrading and whatnot. When I was a n00b myself, I found it somewhat frustrating how I had to search for various bits of info. Even with Plailect's downgrading guide, I had to check secondary sources for more information on certain steps.
Maybe, if possible, we should have a forced, step-by-step tutorial explaining how to hack your 3DS, how to downgrade, how to set up a CFW, and how to set up A9LH, rather than giving confused individuals an aptitude test on a subject they probably have no prior knowledge about.
I know this is coming from a fairly new GBATemp member, so you guys really have no reason to trust a newbie like me, but believe me, I downgraded and CFW'd my 3DS long before I set up a GBATemp account. I'm not new to the scene; just a lurker getting out of his shell.

Everyone needs someone to show them how things are done. And if the make them do a test or something, they are just going to give up. Something I really love about boards like these is that you can quickly sign up and ask questions. Even if new members need to do test some wouldn't know and continue to ask noob questions.

Most likely xD as @porkiewpyne said, its ironic how I put it here xD In my defense I was at work while thinking of this poll. But this implies I am a noob myself I suppose.
The mods should definitely implement some kind of aptitude test. It would have to be done through a custom plugin though, so I doubt it will ever happen.
