yes cutting grass is possiable in both 1st and 2nd gen I believe it also make rare Pokemon more common in grass you don't cut i maybe wrong

I think you need to be in the grass and then cut it and not next to it.

Then we can use rock smack to till the ground, bury a berries on the field, use surf to water them, harvest grown berries and sell it to buy a bike.
