ROM Hack Pokemon Sword and Shield Skin & Mod Question

So I remember anon in 4chan uploaded this after Galarian Rapidash was revealed. Since it's not just a skin edit, it adds wings, is it possible to make? Is anyone currently working on it?

Also, would it be possible to change the bike to a Pokemon instead?

What are the chances of modding in following Pokes?

Any info on current matching mods or advice how to go about these things myself is appreciated!
