Cartridge, because you can trade with yourself if you have a second 3DS at hand.

Since i plan on dedicating my console to homebrew i want to get the most out of the game (pchex++ and save editing). I battle competitively so nothing is better than making a legal pokemon in less than 5 mins (ive done enough ivs and evs from X and OR so i have no shame lol).
Some Pokemon evolve only via trading. You can't use Bank for that. But since you intend to cheat the discussion is moot.
I'm going with cart, because I don't want to wait for a 3.2GB file to download on a 3DS. As much as I prefer having a digital copy so I can't lose it, I feel like Sun and Moon are too big to download.

You can cheat with either
Retail. I can't stand downloading games over wifi (retail games are like...what, "Go to sleep, and the next morning they should be there?")....
Also because I like dumping my own cias of them too.
Cart, just feels better to have the actual game.
Im thinking cart as well, if i did download SM it would be my 1st DLd pokemon game and since itll be just coming out ill be getting my monies worth since i prolly wont play anything else for the next year besides sm4sh, id hate to waste my powersaves too.
Can you do a save back up on the digital versions or is that for select games only like bravely default or VC titles?
