Basically, I would say yes, you would require a gateway to be able to download the updates from the eshop then run the games on classic mode.

But if you do buy a gateway, you should use the 9.x exploit and not downgrade because only 9.x classic mode can ready saves created with the new encryption keys.

You wouldn't require .cia files though if you get one, except if you play a foreign game, as you could access eshop and download the updates from there.
