Actually they were, but it also was something that happens. They probably did that to cover up a spoiler for the map, but mainly said that so people wouldn't get confused and think the game was frozen from the start.

They were coverign HALF OF THE REGION, along with random parts of the ocean and the damn paper edge of the map TO keep stuff secret.
