This reminds me of pokemon red while you were able to catch Pidgeotto when it was 9 lvl

I believe in Fire Red/Leaf Green you can get a level 2 Electrode by hatching a pichu, evolving it to Pikachu at level 2, then evolving it with a thunderstone.
The game trades you an Electrode with identical stats to the Raichu you use.
