Hardware Pokemon: Action Replay 3DS Power Saves

Hello,

is it save to edit Pokemon with Action Replay 3DS Power Saves? I don't want to cheat but I dont like to spend hundreds of hours for breeding either. Is it possible to edit IVs / EVs / Traits etc. with legit values without getting banned or detected? Isn't the GTS already "infested" with cheated Pokemon?

May be a noob question (my Gateway is currently being shipped to me), but is it possible to use an Action Replay with Gateway? Or can you only use it if you have a Pokemon game as a .cia (since if it's a .3ds/.3dz, you would need the Gateway cartridge in the console)? Not sure if my thinking is correct
