Being a potable console I usually play away from home, that means having to set up a mobile acces point( por using a separare android app, which doesnt even need internet to boot the exploit) everytime i need to boot in gateway mode... Thats slow if you playa at home browser exploit is not that bad but you hace to consider that you can only set 3 access points in 3ds ( 1 home internet, 2 mobile hotspot and 3 something else)

I think the app uses a offline hotspot to connect with the 3DS. This might have changed recently, but when I downloaded the app a couple of hours ago, the settings were 1: Create hotspot automatically, 2: Kill all connections when server is up.
I think it's completely offline now

I gave it a try just now with the latest 3DS X-Loader app, and looks like it still needs Internet connection. If you disable wireless data (I mean 3G/HSDPA/EDGE/whatever, not WiFi) on your Android device, the app will create a Nintendo Zone hotspot as usual, but the 3DS won't launch the Gateway exploit. It will just display a network error instead.

Same if you have no network coverage with your carrier. So, no, it's not 100% offline yet (at least for the Gateway launcher, I see there are now other launchers available on the app but I haven't tried those).
