OK i have both a GBA and a GBA SP what im wanting to do is be able to play small roms/demos without having to use a flash cart.

Kinda of like with F-Zero multi player where you could play with a friend who didn't have the cart, but only in one or two maps.

Is this possible, and what tools do i need to accomplish this?

Look into making your own XBOO cable. This will allow you to run GBA games 256 KB or less that are specifically designed to be run in multiboot mode. Anything that isn't made with multiboot in mind or is larger than 256 KB will need to be run from a flash cart.

It's not just the size -- the program has to be built specifically for multiboot mode. If you have a ROM that's 256KB or less and it's not built for multiboot, it won't work.

As for programs that work with that, I found this list. I dunno how up to date it is, but it doesn't look like there are that many out there.
