Hacking Play modded games without hardmod on 11.0?

I have a New Nintendo 3DS XL with firmware version 11.0.0-33U. I want to know if there is any way for me to play games such as Fire Emblem Fates undubbed with the content restoration patch, but without hardmodding my system? Spending a bit of money isn't an issue. I just want to play these types of games properly(original audio language and no censorship).

Use a hacked 3DS/2DS to downgrade that 11.0 New 3DS and install a CFW. Then you'll be able to do whatever you want on that New 3DS and you'll also be able to sell the 3Ds/2DS you used if yo bought it for that purpose only.
