Play background music on a PS4 HEN?

I read that it's possible with the official Media Player app on the PlayStation Store, but PS Store isn't accessible so is there any other way to play it?

This is something I miss as I'd play background music on Xbox 360 with any game. I'd love for it to be possible on PS4.
