Hacking Physical flashcard store

Im in the market for a 3DS + Flashcard (Gateway) and i've found a store where i live (In the netherlands) that sells the gateway, and packages. The thing is, they have an online store and physical store, but i was under the impression that selling flashcards is illigal now, so how is it they can have a physcal store?

The store i mean is

Would it be safe to buy there?

Well if they have a physical store near you, why are you worried whether or not they're trustworthy? Just go in there and buy it; if you have the product in your hand you know you're going to get it.

Im just confused, because I thought it was illigal to sell, especially via physical stores.

It's illegal in many regions, but no one is actually policing it. If anyone were policing it, the websites would be shut down. They aren't.
