I'm pretty sure when you turn on a 3ds, it boots.
Unless it's bricked, which probably means you've turned on/booted it before.
It doesn't matter if it has been booted anymore. You can get an exploitable "new" 3DS, install the mod and test his potentially bricking programs.

The closest recommended modder to you is @gamesquest1 . There are a couple of other in europe that I don't recall their names off hand.
I'd prefer not to have to send my device through the mail, I'll try out and seek some guys on Logic-Sunrise but I'm not very sure if the techs out there do this kind of things.

I'd be happy to be able to use my Gateway card for convenience purpose, ".3ds" games are easier to manage than ".cia" ones, could be a cool feature, I don't know how difficult it'd be to achieve though.

Also, Alberto and I were looking more into region free, guys. He said he is going to test an idea, and we will see where everything goes. Seems as if there may have been a silly error in the code.
