I have a bin and cue file for a PS2 app but the problem is that it's only 30mb which seems to make the PS2 have trouble reading. Is there anything that can pad it out to 700mb to fir on a CD-r?

Use a dreamcast dummy file maker, available here...
Create a file with the size you want and put it in the iso...

Making a dummied Dreamcast or PS2 Game using Nero 5.x or higher... I use to do this alot, but since I mainly used CDRWin for my PS2 games I didnt, I know Omaha is a big fan of Nero so its whatever floats your boat I guess.
UnRAR the bin/cue files and open the cue-file in Fireburner:
    Click on Visual Cue Burner/Binchunker.
    Right-click in the white space.
Load Tracks from *.CUE, then convert the track to ISO (right click > Save Track As).
Using WinImage (or IsoBuster) open the ISO file and extract it to a desired folder. Find out the total amount of space taken up by the files. (go into DOS and type dir /s in the folder you extracted it to). 650 minutes [amount taken up] = Dummy File Size.

Using NewFile open a DOS window and type:
newfile [how many bytes for dummy file] - (ex. 50 megabytes = 50000000 bytes)

This will make a 00DUMMY.DAT in the directory where NewFile is. Drag the dummy file to the folder where the extracted ISO files are.

Open Nero 5.x, go To File > New... > CD-ROM (ISO).
In the Multi-Session Tab, choose the No Multi-Session radio button.
In the File Options Tab, if none of the filenames go over 8 characters, make sure it is on ISO Level 1, otherwise put it on ISO Level 2. The format is Mode 1. The Character Set is ISO 9660 and Joliet is Checked. The rest is unchecked.
In the Volume Descriptor, enter anything you want...
    Leave the Date alone.
In the Burn Tab, make sure Write and Finalize are checked. The rest, make sure they are unchecked. Even in the Options Box.
    Now Click on New.
Drag the extracted ISO files, including the dummy file, to the ISO window.
Highlight all of the files, except the dummy, and right click Properties>Priority>High. Make sure the files in the folders (if the game has folders) are prioritized as High as well.
Prioritize the dummy file as Low.
Click the Burn button and click on the confirmation and you should be set!

You may be able to download XVI32 (hex editing tool) and just add in a bunch of extra 0s at the end.
