MSI Afterburner is a good start for the GPU, might want to check out JayzTwoCentz.

For the CPU, to many variables to give advice without any information.

nope, its a laptop
locked bios

the gpu you could probably oc but I wouldnt recommend it, very poor cooling
the temp sensor also seems to be broken looking at pic

Never Overclock Cpu or Gpu.Its of no use if you do not have proper cooling.If there is no cooling never do it.
