Gaming One-way Streetpass after reaching 10 limit?

I know that after Streetpassing 10 different users I won't be able to add any more Miis to my Streetpass Plaza until I open and dismiss the notifications. But say if I have encountered 10 people without opening my 3DS and then Streetpass another 3DS user, I won't be able to add their Mii but will they still receive my Mii? Or does my 3DS also stop sending my Mii after reaching the limit too?
