Hacking Old 3DS to New 3DS transfer licenses

Okay, so I'll be getting a New 3DS within a few days, and I have plenty of CIA files installed from the old one. I know I can't just use the same emunands though I'm wondering would injecting the proper files (movable.sed, secureinfo_a, randseed, import.db, ticket.db and such) would I be able to just copy and paste the same directory over to the New 3DS (assuming we're already running a modified system menu) and have it good as gold? Or is that not so simple?

Finally, I'll also be making this a US 3DS, it's originally a Japanese one. I know it's possible to make it essentially a US 3DS with a proper Secureinfo a file (which of course I do have) so input on this would be appreciated also.

Do a System Transfer. Set up CFW and emunand on the New 3DS and do a system transfer between your emunands.

EDIT: Not sure if you can system transfer to region-changed 3DS.

If nothing else, reinstall all the CIAs you want on the New 3DS, and use SaveDataFiler to copy over your save files.
