hello, my brothers o3ds shuts off within seconds, while making a loud popping noise, i have checked the ribbon cables and the only one that causes the issue is in the top right of the assembly, not sure which part i will need to buy, he doesn't want a "new 2/3ds" or a 2ds so am i S.O.L. or is there a fix?

Open it up and make sure the screen ribbon connectors are in place, and the WiFi card is set in nice and tight. The system will not power up with not even one of those disconnected.

Its not the sound which made the issue.
You might've knock a cable inside the 3ds over.
Like the dude on top of me said.
You can't power up the device even with one cable out.

Sounds like the cables are in a bad positioning, possibly all the way in the upper half where they go down through the hinge, but it could also be a bad connection on the camera cable alone. Overtime the opening and closing will progressively bump the cable, tearing it, or if the issue is less severe, tug at it until it slips out of the motherboard connector. If readjusting them doesn't work, you might want to open up the top and see if there is damage there.
