just look on american ebay for someone that ships worldwide, it'll be the cheapest and easiest way to get one although you'll have to flash it yourself.
I have to ask why? The vast majority of games work on all regions ( http://www.abgx.net/filename/?ch=6 or at least English PAL and NTSC-U which looking at the state of Japanese releases is not much of a problem) and for those that do not we are hardly back in the 16 bit era with most releases happening within a week or two if they have not already appeared.
