ROM Hack [Noob Question] Is it possible to convert a .romfs file to a .cia?

Sorry if this is in the wrong section >.< It's kinda in between CFW and Rom Hacking.

So recently I decided to do some minor translations to Dragon Quest VII, (I know it'll be coming out in a few months anyway, but whatever). I repacked the rom into a .romfs file, and tried to run it through Hans but the game freezes on a glitchy screen every time, (with or without the .romfs being applied).

So instead of that, as the title says, I'm wondering if its possible to convert the romfs to .cia? Or will I have to convert it to .3ds and then to .cia? Sorry again if this is in the wrong section or just a really nooby question.

    If your throat closes, putting oxygen in your mouth will not solve anything - as you will be introducing oxygen prior to the area of obstruction
