Homebrew Noob Question - How do I region unlock my device & get official themes for my 3DS

Hi all, I have been searching the forum but can't seem to find any info. I was wondering if somebody could point me in the right direction on region locking and how I can download the official themes because I'm not a fan of the custom ones.

EDIT: I am on 10.7 and currently have CakesFW on my N3DS XL. I'm still new to this but I have CIAngel installed and can run all games except those that are region locked

If you are on 11.0 then you don't without either getting a hardmod or buying a new system. If you are on 10.7 or below you can downgrade and install cfw. If you already have cfw then you just need to either switch to or update Luma.
