Along with the announcement of miitimo and mynintendo coming out on March 31 which is this thursday, they announce a new expanded Eshop for the wii u and 3ds in a similar setup to the super mario maker website where its expanded and cataloged. you can use this to purchase with money (and presumibly your gold, silver, and platinum points) from a BIGGER game catalog using your nintendo account + your computer/smartphone and they will send your purchases to your system it was bought for.

As above... but reading carefully the source, it's basically saying there will be a computer-accessible version of the eShop...

here's the post from Nintendo (basically the same thing but I prefer this :P): http://www.nintendo.com/whatsnew/detail/f9nuWVmpg8yVKSxgAJPdBSKGhzRL11i1

I think this is just an "eShop" for other devices. nothing here really tells me there will be anything new for the actual consoles.

if you're in North America, you can actually buy games online already and send them to your console, or give the code to someone else. I've used this before. but maybe it's a special app now? http://www.nintendo.com/eshop
