Hardware New Vita on 3.60?

Probably asked here quite a lot but is there anywhere I can pick up a new Vita on 3.60? I've done a bit of research and it seems new models are only produced in Japan but they will have updated firmware. New units from the States should be on a low firmware since they're out of production but consequently they're difficult to find.

Are there any Japan units I can purchase that would definitely have 3.60? I am in the UK.
