Hacking [New Super Mario Bros. Wii] Looking For A Tileset Editor

Hello, GBATemp community! I seem to be having trouble finding a Tileset Editor for New Super Mario Bros. Wii. I have done alot of searching online, but I keep finding that many of the applications people used to edit Tilesets. Are not available anymore as they are usually 5 years or older and the download links are broken as well. I know there has to be some kind of editor still existing, because Newer Team is still editing Tilesets for this game.

And yes, I DO have a dump of the game! (Obviously)

Reggie! Is only a Level Editor, as so it can only edit levels. I need something to edit Tilesets, not levels!
