Homebrew New possibility of NDS VC injection?

So after My Nintendo was released in the US I noticed that one of the rewards was a VC download code for Wario Ware: Touched. So far to my knowledge there have not been any NDS games (full games, not DSi Ware) released to be downloaded on the eshop. In theory would it be possible to use this game to inject and play full NDS titles on the 3ds? I know dsi ware can already be played via the home menu but I am very curious if injection into this game would allow other NDS titles to be played on the 3ds without a cartridge.
