This has been true since Android 4.0. There was probably something else running on the stock software that skewed your results.

I don't really care. You did something wrong with your testing. I'm stating FACTS. Disabled apps don't use system resources. They haven't since 4.0 and that's because only some phones had a "turn off" option that was hit or miss before that.
