Homebrew new 3ds xl

i am planning to buy a new 3ds xl

which is the safest one to buy so it would be under 11.0?

This question has been asked several times on both GBATemp and /r/3dshacks so next time have a look around before making a post.

However-
There are three options I can think of right now:
Try get the Majora's Mask, Monster Hunter or the Hyrule Edition. They can usually be found new and sealed on eBay or other online marketplaces like Amazon or Craigslist. They will be more expensive than buying a regular retail unit because they are special editions.
There is also the chance of getting a used unit off eBay or Craigslist that is under 11.0 and in good condition. I have even seen some for around $150 with A9LH installed and in great condition. Unfortunately I don't live in the US so I couldn't purchase them
Your other option is to check the serial numbers of a brand new boxed 3DS at a shop. They will probably let you look before buying it.
