Hacking New 3DS XL Won't Connect To Wifi

So my New 3DS XL is on version 11.9 with the latest Luma CFW and no matter what, it won't connect to the wifi. When I'm attempting to connect, it shows I have Wifi for about half a second then it still won't connect. I'm 100% sure I'm inputting my password correctly. When I go to the internet browser, it shows I have Wifi. Does this mean I'm banned? I was already opted out of Spotpass and never took part in hacking games online.

you would get an error code if you were banned
3DS Error Code 002-0102

but you would see blue bars if it was working, reset your modem maybe your having an address issue if you have a pc see if the card management system works to your pc

    If your throat closes, putting oxygen in your mouth will not solve anything - as you will be introducing oxygen prior to the area of obstruction
