Hardware New 3ds XL: Touch screen not working, circle pad not working, screen scrolling to the side

When I boot up the system, for about 30 seconds the cursor on the home menu appears to be moving down and to the right, even with the DPad, touch screen, C-stick and circle pad unplugged. I tried replacing the motherboard and even that didn't help, and I have no idea where to look next. I think the issues with the touch screen and circle pad inputs may be bad ribbon connectors.

There's also a chance that the motherboard I got was damaged in shipping, and that it's just the same issue as it the old one.

The false circle pad input is normal when the circle pad is disconnected.
ah, so with a new circle pad and digitizer I should be good to go? the flex cables are visibly worn, so that doesn't surprise me.

edit: I just swapped in the circle pad from my o3ds, and it seems to have fixed the issue, so I know that everything else is fine.
