    1. You need to downgrade to 9.2.

    2. Sky+ cannot install cheat codes, cia's. It can install from other regions I believe, but it may only use .3ds files, you need to a CFW to do that.

    3. Google and see what you can follow the best. Then look up the guide to A9LH.

    4. DLC and Cia is only for Cfw, not too sure about the DLC on a sky card though.

This guide will help you get cfw going. Also, as much as I hate saying this... gateway is the king of cheats. There's NTR, which is free... but apparently gateway just does one hell of a good job with gateshark.

NTR is like a CFW that can be run off of the home menu, and cia is the file ex that has all the data needed in order to install games/apps directly on a 3DS.

    Just google these things.

I don't recommend you downgrade from 9.8 to 9.2 It's a very, very common situation for 9.x n3ds systems when downgrading lead to soft brick/messed up firmware. Update your system to 10.3 first. And then downgrade from 10.3 to 9.2
You can use this guide: https://gbatemp.net/threads/tutorial-downgrade-3ds-with-sysupdater.407924/
(For 10.3 update you need to use 10.3 package instead of 9.2 package in p.3 . And you need to press A instead of Y in p.9. After updating you can follow this guide again. Directly.)
You need to buy gateway for this purpose. With gateway you can use cheats and any backup of any region.
Update to 10.3 Downgrade to 9.2 Install menuhax. Buy gateway. Profit.

You don't need to buy a game. On 9.8 you can use browserhax: https://yls8.mtheall.com/3dsbrowserhax.php

with PlaiSysUpdater, this is rather useless now. the only thing it usually doesn't downgrade is NFIRM after it errors out. that can be downgraded after. everything else is fine.

on another note. buying a Gateway card is mostly pointless today because you can install all of your games for free, no extra hardware required. Gateway does do cheats better than NTR CFW, but it's not worth $80 just for that.

yes you should be fine downgrading directly from 9.8.
for 3DS games, "CIA" files can be installed when you're using custom firmware(cfw). original DS games would need an extra flash cart.

"no need to download CIA"? "CIA"s are for 3DS games.

Plaisysupdater uses code of original sysupdater without any changes in main part. It can softbreak system. It can hardbreak system. It can stop downgrading on native_firm. Russian roulette. Especially in case with n3ds.
With 9.x n3ds it almost guaranteed bring the troubles in some form. And since updating to 10.3 is safe and can't break system i don't see any reasons for downgrading directly from 9.x Downgrading 9.x n3ds with plaisysupdater is just a pointless risk.
    Op is asking about flashcard.
Also, in case with piracy gateway is pointless, maybe. But i use my personal dumps. Drag-and-drop this dumps without converting it to .cia - yeah, it's worth it. Furthermore, custom roms work with gateway better than with any other cfw.
So, if you aim only to piracy - yes, it's doesn't worth it at all. If you want to use your personal dumps/custom roms/etc - it's totally worth it.

one of the changes is it verifies all of the CIAs hashes before installing anything, based on model and region. another is the order of installation; in particular, some important titles like internet browser, home menu, and NATIVE_FIRM are installed last. I've only ever seen it fail after home menu, which leaves NATIVE_FIRM left un-downgraded, which can be fixed by just re-running plaisysupdater. I've not seen one hard-brick with plaisysupdater. updating to 10.3 is a pointless risk and waste of time.
today you would mostly convert game dumps to CIA format. converting is easy and quick. ROM loading is not worth $80 today at all. if you don't already have a flash cart, it doesn't get you any benefits.

I know how convenient it can be. I have a Sky3DS+ which I got before downgrading to 9.2 happened. but things like freeShop have made getting game much easier, faster, and convenient than trying to find roms and put them on the flashcard's microsd.

For example: https://gbatemp.net/threads/wip-lis...-downgrade-to-9-2.407920/page-34#post-6501850 9.x n3ds softbreak with plaisysupdater.
Even with changed installation order it can easily break a system since main code not changed at all.
Well, i can't remember any hardbreak too. But it still can cause it. And i can remember plenty of softbreak/loosing access to browserhax/etc with plaisysupdater.
    Updating can't cause a break. It's safe.
Dump cartridge. Place dump to microsd. Play.
    vs
Dump cartridge. Convert dump to .cia. Place .cia to microsd (with n3ds it requires removing backplate or wasting time with ftp transfer) - install .cia - finally, play.
    For me it's woth it.
And as i said, sometimes non gateway cfw doesn't work well with some custom roms.

this is a different issue and is not affected by what version you downgrade from.
    https://github.com/Plailect/PlaiSysUpdater/issues/8
mind if I see one of these instances? I'm interested.
still a waste of time. it's not going to get you anything different.
you could also dump cartridge, convert to CIA, and send over the network using sockfile/socketpunch/whatever. that would install the CIA as it's sending. or find the game with something like freeshop/ciangel/whatever, the end result is basically the same.

this argument about placing roms on a microsd is weak. sure, if you already have a Gateway/Sky3DS+ card, it can be worth using it and I don't blame you for that, nor am I telling you to stop using it.

but it's expensive, and it's being made out that these few extra minutes it takes to send/install a CIA are very special, which it isn't.
