Hacking New 3DS XL 9.4 + Homebrew Channel ?

Hi everyone. I recently found someone who wants to sell his New 3ds XL 9.4 with Homebrew Channel at a very attractive price. I don't know much about the Homebrew Channel and don't really understand what kind benefits I can get from it. So please can someone guide me and help to understand ? Thank you.

With the homebrew launcher you can run free homebrew apps such as emulators for gbc snes gba etc. You can also enjoy region free feature which runs games out of your region. And also you can install custom themes.
But you can't install ROMs though..

You could put the cash you will spend on the 9.4 console to try to find a N3ds on 9.0 or 9.2, that way you will be able to use CFW.
