Hardware New 3ds (JP) What firmware does it ship with?

Ok so I really want to sell my o3ds XL with a9LH so I can buy me a japanese New 3ds (the smaller system with swap-able face plates). Does anyone know what firmware a new unit ships with? Side question: Is it any more difficult to soft mod a Jap console? I assume its pretty much the same but I thought I'd ask

I'm not sure, but the super Mario maker Japan n3ds has a below 11.0 firmware and sells for around USD 170 new. I would recommend it if you want to get one of those. Just a heads up, you can't set a Japanese n3ds to English.

Hmmmm I'm looking for one between 9.0-9.2. Well if you mod it then not being in English doesn't matter anyway lol
