Homebrew New 2ds best route for 3ds games

First off thanks to all the contributors on this page, what a awesome website!
Now to my question.
Recently Purchase a 2DS with operating software 9.5-o-12u.
my first question is:
Is there a Homebrew application that allows you to play 3ds game backups?
My Second Question:
Is there a homebrew application that allows you to play DS games backups?
My Third Question:
do I need to have cubic ninja / ironfall to implement those hacks?

1) There are applications, if you are trying to install a game CIA.
2) I am not sure, but there most likely is. Look it up.
3) Yes, but you will have to avoid updating to 10.4 and then use one of those hacks to downgrade your firmware to 9.2 (you can use browserhax instead of Cubic Ninja or Ironfall), then you'll have to run a custom firmware to install CIAs.
