what is the netloader function on the homebrew launcher do.

(for those who dont know how to access it you press y on the homebrew menu)

It is mainly useful for developers. It lets you send an homebrew directly to the console over wifi (because rebooting and taking out sd card everytime can be painful when debugging a program)

Yes. Download 3dslink.exe, the README contains information on how to use it
