Rather nicely it seems to be region free.

Ghost games are the developers this year though most seem to be from Criterion Games and are comprised of people that have done a few racing games in their time.
Previous entries have been said to be throwbacks to earlier games, this is taking that to an extreme though probably not in a bad way.
There does seem to be a limited edition so probably some DLC at some point in time.
