You will need to check your settings for save type in VBA. Importing a save should have been straight forward.

Check to see if it is set to a save type is set to either automatic or set to the game's save type, it uses EEPROM.

    ---

Be aware this is NOT a per game setting, you will need to have it on Automatic or any other game will have it's save go corrupt.

    ---

Forgot to tell you what to do.

    1. Backup your save first.
    2. After you make the changes in VBA, you will need to play the game one more time and save the game one more time.
    3. You should now be able to transfer your save over to gpSP.

Is there a difference from the psp's gpSP and the Vita's?

That should have worked, since it is nearly the same instructions from 4 years ago for the psp gpSP version.

Maybe you have a dirty rom? If you don't understand the term, it means it has been pre-patched for use with something else.

then use DsSaveTools to convert your 8k VBA save. yeah, backup your save first.

-select [GBA] mode, then choose Type as [Other], and [Size] at 64K.
-click "Chan" for the Output file.
-rename the save to match your game, copy both files to your gpsp folder.
you also need the gba bios to run gba games.
works on my vita with vhbl on Apache overkill.
