Hacking Need help on NNID in 9.5 Emunand

So i got a 9.0 N3DS XL. Created Emunand and unlinked it then updated to 9.5 Emunand. How can i create an NNID? I tried to do it in emunand but it gave me the "022-2511" and told me to update......
pls don't tell me i have to link an NNID in Sysnand then format emunand to get it in emunand.

btw, can i download update from eshop without NNID?

only nver? 9.5 emunand with rxtool btw not GW. As far as i know eshop pretty much dead now on <10.3. I just want to create a Mii so i can get my friend code...................

i thought hans didnt work anymore? Also when i boot Hans it said it need to choose a target??????? I DONT KNOW HOW TO USE HANS. sr just got a 3ds so everything is so confusing

alr i got nver and everything now. i got hans on my SD. Do i need "tiger" or smt? cuz i dont know how to lanch eshop with HANS =='

edit: nvm you have to press left/right to select hb not up/down, silly me
