NEED HELP FINDING PROGRAM

I've searched everywhere but I cant find padbin.exe Its a program I need to use to pad my saves so i can use VBA saves on G6.
(I think that is what it does. I suck at interpupting!

please help me locate this stoooopid file that is like impossible to find!!!

Get the GBFS distribution from here: http://www.pineight.com/gba/#gbfs

Padbin.exe is included in the zip file.
