1. Nope. ndstool isn't for DSi-Enhanced stuff, actually.
2. There's 4 bytes at offset 0x68. Byteswap these 4 bytes, and you'll get where the banner is.
3. The whole banner.
4. The banner does have animation data, just not on all DSi-Enhanced games. Just go to where the banner is in the card booter, and paste-write it there. Also, write C023 (which is 23C0 byteswapped) at 0x208.

That would work, because in DSi Mode, the Original R4 can be read directly.

If you are thinking of an forwarder compatible with multiple flashcards then probably you won't even need a dsiware homebrew which 3ds SD access.

If there's a chance to create a CIA dsiWare homebrew which can access flashcard mSD for read-write, then you can do an hard-coded rom rename to some autoboot.nds compatible with your flashcard (for example, NDSGAME.NDS in dstwo).

So after doing this my r4i sdhc rts goes to the "error has occured hold down the power button" etc when I try to launch the card. Am I bricked?
EDIT: I rolled back my system to an earlier backup and it works now.
EDIT 2: Also I just realized it may have been because I accidently deleted a system file in FBI.. oops
